Can ANYONE help me with these 2 US History Questions? (PLEASE!)?

2. before the 1780s, there were basically colonies throughout the United States, and each colony would govern themsevles...as you can imagine this led to havoic and crisis all over the place. So eventually a set of people, got together to write ONE unified set of rules for everyone to follow, one unified government for everyone to be ruled under. To make things simple and unified. Money was an issue, the printing and use of currency was not the same in each colony. The justice system and penalties varied greatly colony by colony.
